The Safe Encounters Initiative is delivered through virtual, in-person and on-site workshops designed to meet youth, leaders, and communities where they are.
Youth & Young Adult Workshops
PWRC travels to schools, organizations, and community spaces to deliver Safe Encounters workshops that equip youth and young adults with practical knowledge, communication tools, and confidence for real-world encounters.
These sessions are interactive, scenario-based, and designed to be age-appropriate, culturally responsive, and grounded in prevention.
Leadership & Adult Workshops
PWRC also hosts workshops for educators, organizational leaders, parents, and community leaders focused on the responsibility of modeling safe, respectful, and informed encounters.
These sessions emphasize the importance of being the example — shaping culture, communication, and expectations that influence how youth navigate authority and high-stress interactions.

Safe Encounters Initiative (SEI)
The Safe Encounters Initiative (SEI) is PWRC’s flagship curriculum designed to educate youth and young adults on how to safely, respectfully, and confidently navigate interactions with law enforcement.
SEI was created to address a critical gap: many youth are never taught their constitutional rights, how to communicate during police encounters, or how to de-escalate situations that can quickly go wrong due to fear, misunderstanding, or lack of knowledge.
SEI Teaches
- Constitutional rights in real-life, plain language
- How traffic stops, pedestrian stops, and questioning work
- De-escalation and communication skills
- Scenario-based roleplay to build confidence
- How to protect safety, dignity, and legal standing
- How to build healthier community–police understanding
The Intent of SEI
The goal of SEI is prevention, not reaction.
It aims to:
- Reduce unnecessary youth arrests and charges
- Prevent negative encounters that can impact a young person’s future
- Build mutual understanding between youth and law enforcement
- Equip youth with knowledge that most adults never receive until it’s too late
SEI turns fear and confusion into awareness, confidence, and safer outcomes.
